Two reasons. The outer gave weather protection and structural strength, while the inner gave the decorative impact. But neither was fully self supporting - the outer relied on the inner to hold it in place. Also the combined mass was less than that of an equivalent single skin of the same strength. Very clever in the use of materials - indeed some of those old buildings could be said to use "primitive" composite materials in the way they combined wood and stone in the same layer, maybe not as thin or sexy as polyester/carbon fibre sheet, but a lot stronger than either on its own.
