On my Ryzen 2700x machine my CPU utilization will not stay at a constant 100% like my Dell server with two Xeons that run 24/7 and has a constant 100% CPU usage and never dips. All of the settings are the same such as 100% cpu usage 100% of the time yet this machine wont hold at 100% at all and system temps are at 63c so there is no throttling happening. I could have sworn that the other day when I looked it was holding 100% constantly so I don't know what has changed? Here is a screen shot so you can see.

I just had an "AH HA!" moment and just figured it out... the fluctuations are due to the cpu feeding the gpu.

If I suspend the gpu all cores go to 100% and hold there, if I activate the gpu then the cpu starts feeding the gpu since I have it set (1CPUs + 1 AMD/ATI GPU).

This is such a brain teasing application!! LOL!
