Maybe in your case it comes down to using an ES chip. They sometimes have weird issues.

Could be. I do know the official SR2PC spec for the E5 1660 V4 memory speed is only 2400Mhz.

The official SR2PC memory spec for the i7-6850K is only 2400Mhz too. But my motherboard allows memory speeds up to 3333Mhz on Broadwell-E cpus. I am able to run the 6850K stable at XMP 3000 clocks and timings. I was never able to get the memory stable at 3200Mhz. G. Skill 4 X 4GB 3000CL15 Ripjaws V memory kit.

I'm not so worried about CPU performance as much as the lack of GPU performance from those 1660Ti's (has the NVIDIA X Server settings been set to Maximum Performance or are they just running in Auto or Adaptive modes, or is it something else effecting their performance?).

My almost 3yr old 3GB 1060's have an APR of 1300 GFLOPS while those 1660Ti's have APR's of 880.83 GFLOPS and 935.45 GFLOPS respectively. The 2 examples that I linked earlier on is what should be expected and they have APR's of 2,207.75 GFLOPS and 1,679.89 GFLOPS respectively (depending on -nobs being on or off).

No matter what is the problem is, those GPU's just arn't happy (or performing up to scratch) for some reason.

I only run run 1 gpu task at a time. I once 3experimentded with 2 tasks per gpu but it never panned out, performance just didnt add at all.
My 1660 ti's seems to be preforming quite well, it takes about 1:00 to 1:30 to do each task and actual RAC average is climbing dramatically since i made the changes above.
my GTX 1660 Ti's show (just checked):
i7-3960X
Average processing rate 2,303.31 GFLOPS
i9-9900k
Average processing rate 2,341.84 GFLOPS
