Hopefully some of the AMD card gurus will answer. My first thought is that your current drivers don't support the card anymore. Also your current drivers may not have the required OpenCL component needed by BOINC and Seti to run gpu tasks.

What does your first lines in the Event Log show at startup?? Does BOINC detect your card anymore?

Seeing as it looks like you're running that 5850 with a later model GPU (a 7000 or later series card) do you have a cc-config.xml in your BOINC data folder with the following in it?

<cc_config>
 <options>
   <use_all_gpus>1</use_all_gpus>
  </options>
</cc_config>

Cheers.

Keith is correct
With current drivers the oldest card supported is HD 7xxx series.

I just saw a Picture of the card. It looks REALLY nice.

If push comes to shove you could mount it as a trophy in honor of its years of service!

If you can find a gtx 1060 3Gb/gtx 750Ti cheap enough on eBay you can crunch up a "storm...."

There are a number of people still running the HD5xxx GPUs even in Win10. However, they are running with driver 1848.x, You are running 1912.5.
Try reverting to the previous driver.

The 5850 is an excellent card for use on projects like Milkyway that make use of double precision hardware. That card is higher rated than a GTX-1080Ti: 417gflops -vs- only 350gflops
https://www.geeks3d.com/20140305/amd-radeon-and-nvidia-geforce-fp32-fp64-gflops-table-computing/

You might try it on milkyway and compare to your RX-560 that has only 1/3 the FP64 power as the 5850
